GENERAL PURPOSE

This is a key management position responsible for effective development, implementation and administration of Tribal Government Operations. Provides management direction and accountability assuring efficiency of operations, effective administration and quality service delivery.

Controls the acquisition and distribution of the Tribes’ fiscal, material and human resources to advance and sustain tribal goals and objectives, and compliance specifications. Performs a wide range of difficult to complex management system activities related to Accounting, Finance, Contracting, Property and Personnel and discretionary activities that support effective Tribal Government operations.


SUPERVISION

The Executive Director works under the policy direction of the Fort Hall Business Council (FHBC). Immediate supervision and performance evaluations are received from the FHBC Chairman, however work responsibilities are performed with considerable latitude for independent judgement and action in compliance with Tribal Management Systems, professional code of ethics, and applicable Federal laws.


SUPERVISION EXERCISED

The FHBC shall delegate to the Executive Director the authority to manage the Tribal Government work force and resources to ensure all agencies, departments and programs are properly and efficiently administered. Delegate authority, project assignments and responsibility to department heads, directors, key personnel and standing committees as appropriate.

DUTIES AND RESPONSIBILITIES

Advises and assists the FHBC in planning, recommends administrative policy, and implementation process. Directs the activities of the Tribes’ personnel and professional resources in: Strategic Planning, Organizational Development, Community Development, Economic Development and Resources Development.

Works with the Personnel Director to recommend policy change to established personnel policies and procedures manual. Recruits, interviews, and recommends the hiring of key personnel, and department heads to the FHBC. Performs performance evaluations of key personnel and department heads. Establishes criteria for retention, promotion, wages increases, etc., and evaluates the need to reprimand, demote, or terminate the employment of key management personnel. Resolves complaints and grievances of key personnel and department heads in accordance with ethics policies and/or grievance process.

Works with the Finance Manager to prepare the annual budget and approves subsequent modifications, monitors and evaluates accounting system, audits accounts and internal control method. Assures general fund programs, indirect cost proposal, and contract and grant proposals are submitted in compliance with Tribal and Federal guidelines. Ensures Federal contract and grant programs request necessary reasonable contract support, indirect costs, and program support funding levels.

Works with Contracting Officer to establish an administrative review process for submission of Federal Contracts and Grants. Coordinates with Management Systems personnel to review proposed contacts prior to submission to the FHBC and funding agencies. Ensures managers and directors submit financial and program reports to Federal agencies in a timely and efficient manner. Assists in negotiations of Tribal Council approved contacts, grant agreements and contracts for services or leases.

Establishes divisions within the Tribal structure to improve service provision, program support and administrative efficiency of tribal operations. Recommends, implements, and enforces management policies established by the FHBC. Develops, implements and maintains management operations and support systems capable of expanding as organizational development occurs. Directs the development and implementation of program specific operating procedures among the various tribal divisions.

Interprets policies established by the FHBC as stated in ordinances, resolutions, and operation manuals as needed on behalf of tribal employees, tribal community members or outside agencies. Manages operations and ensures results with respect to overall goals, and objectives established within tribal government.

Interprets legal documents and government regulations; evaluates fiscal and financial reports, forms and data; analyzes complex written documents; identifies and resolves administrative problems. Develops internal monitoring and evaluation systems for Tribal Programs. Coordinates external evaluation systems in compliance with Federal criteria (i.e., the GAO) for operations of Federal Contracts and Grants.

Coordinates supervisor’s meeting to review policy directives and obtains progress reports. Evaluates the effectiveness of programs, identifies administrative problem areas, prescribes and monitors corrective action plans. Directs the development and implementation of overall goals, objectives, policies and procedures; directs and ensure proper coordination of all administrative affairs; staffing. Programs and other administrative activities; prepares agenda and documents, attends and participates in FHBC meetings to report on tribal operations and receive general direction.

Tribal directors are responsible for modeling high standards of honesty and integrity in all matters relating to employment with the Shoshone-Bannock Tribes; and, are required as a condition of employment to conduct them self both on and off the job in a manner that brings credit to the Tribal government.

Motivates department personnel and peers toward future goals. Monitors and evaluates program performance and accomplishments; assesses overall effectiveness and efficiency and provides appropriate incentives, guidance.

Interfaces with grant agency and Tribal management system personnel to assure programs are managed in compliance with applicable regulations and Tribal Management System policies and operating procedures governing Personnel, Finance, Contracting, Administration, Records, Facilities and Property. Takes corrective action when fiscal, contracting, human resource or other administrative problems are identified.

PERFORMANCE STANDARDS AND COMPETENCIES INCLUDE, BUT ARE NOT LIMITED TO:

· Quality of supervision, scheduling and coordination of personnel functions.

· Ability to communicate clearly and concisely, both orally and in writing.

· Establishes and maintains effective working relationships with job contacts.

· Quality of program planning and evaluation.

· Compliance with Tribal Management Systems.

· General Management: leadership, problem solving, interpersonal relations, fiscal management, human resource management and team building.

QUALIFICATIONS

Masters Degree in Business Administration or Public Administration or related degree and five years successful work experience as an Executive Director or position of equal level or responsibility

OR

Bachelors Degree in Business Administration or Public Administration with ten years successful experience in a position as Executive Director or a position of equal responsibility. Official college transcripts must accompany application.

Desirable applicants will have demonstrated success with Native American Organizations or Tribal Government operations with a minimum annual budgetary responsibility of $10 Million plus in contract and grant funds.

Knowledge of Government Fund Accounting required.

Applicants must demonstrate knowledge of principles and practices in at least three of the following administrative functions: fiscal operations, accounting, financial management, personnel, property, and contract management.

Must have directed or managed Federal Contracts and Grants and have working knowledge of the Indian Self Determination Act as amended, P.L. 93-638, BIA and Indian Health Service contracting requirements.

Ability to plan and direct complex work projects. Ability to develop, present and gain acceptance for long-range program plans and budget.

Must have working knowledge of current Federal Laws, regulations, legislation, economic trends and developments in the area of responsibility.
